Ohio law requires all individuals who apply for a license or certificate with the Ohio Board of Nursing (OBN) to submit fingerprints for criminal record checks completed by the Ohio Bureau of Criminal Investigation (BCI) and the Federal Bureau of Investigation (FBI).

Under the authority of the Nursing Practice Act, all license, registration, and permit applicants and holders must furnish a full set of fingerprints for purposes of conducting federal and state criminal history record checks through the California Department of Justice (DOJ).

Ohio law requires background checks for potential employees in certain careers, including nursing. Depending on the type of position in which a person will be working as a nurse, they may be required to disclose all past criminal convictions, including those that have been expunged and sealed.

TCN stands for “Transaction Control Number” and it identifies payment for the processing of fingerprints for any given individual. The TCN is a tool for Licensees to track their submissions and may include any number of identifying information that would be useful for that purpose.
