The CIO is responsible for developing and implementing an organization's entire IT strategy, managing budgets and overseeing all IT staff. The job involves responsibility for all software, hardware and infrastructure, as well as with the overall management of an organization's data.

The CDO has tranches that are like a combination of debt, with some debt having a higher priority of claims and others having a lower priority. The higher priority tranches are less risky and pay less interest or coupons.

The CDO should first focus on finding opportunities to promote the sharing and access of data within their agencies. They must build critical relationships and show value in the near-term through “quick wins,” as data governance and master data management programs take longer to implement and demonstrate results.
